First, turn the fraction into a decimal. To do this you divide 35 by 50.
you get 0.7
now, the proper equation would be to multiply by 100 to turn it into percent, but moving the decimal two places does the same thing.
---
move the decimal 2 places to the right
0.7 becomes 70%
to turn it back to a decimal, move 2 places to the left
70. becomes. 7
