Rates are a ratio with a time unit. And when rates are expressed as a quantity of 1, then it is a unit rates.

    Some examples:

    5 feet / 3 seconds

Because there is a time unit in the ratio, it is a rate.

    60 km / h

The rate has one unit of time. So, it is a unit rate.
