I'm going to assume the two segments are equal to one another. If that is the case your answer is x=5.
All you do is set them equal to each other and solve for x.
7x + 3 = 9x - 7
-7x - 7x
3 = 2x - 7
+7 + 7
10 = 2x
10/2 = 2x/2
5 = x
