The standard equation of a circle is:

    (x-h) ^2 + (y-k) ^2=r^2, where r=radius and (h, k) is the center of the circle so:

    (x--8) ^2 + (y--7) = 6.5^2

    (x+8) ^2 + (y+7) = 42.25
