    Since scientific notation has to have one number in front of the decimal (that's not 0), we have the first number that's not 0, which is 1, to start. After that, we have the decimal, then the 6, 2, and 4, giving us 1.624. However, since we have to move the decimal 2 spots to the right to get us from 0.01624 to 1.624, we multiply it by 10^ (-2) to get 1.624 * (10^ (-2))
