    Fo a circle with radius, r and center (h, k)

    te equation is

    (x-h) ² + (y-k) ²=r²

    d/2=r

    8/2=4=r

    center is (-2,-3)

    (x - (-2)) ² + (y - (-3)) ²=4²

    (x+2) ² + (y+3) ²=16
