So we need a value such as the mean become at least 25 mpg

We have to solve the equation:

(19+21+22+28 + x) / 5 = 25

(90 + x) / 5 = 25 ⇒ 90 + x = 125 ⇒ x = 35 mpg

If we get the mean of the set of values including 35 we have:
