    I am going to say the answer is A. I know for sure that B is wrong. C doesn't even make sense. And D is not true, because they can be gained, lost, or shared. However, it is thought that valence electrons are the electrons least tightly held by the atom and by definition are the electrons in the outermost shell of the electron and are highest in energy. So your answer is A.
