    Small car has mass m

    SUV has mass 2m

Force applied by small car F

    Force applied by SUV 2F

    Acceleration of small car = F / m

    Acceleration of SUV = 2F / 2m = F / m

both will have same acceleration. So no one will pull ahead as they start with zero velocity
