Polar Easterlies are the dry, cold prevailing winds that blow towards the low pressure area within the westerlies at high altitude from the high-pressure areas of the polar highs at the North and South Poles. The low sun angle causes the cold air to subside at the pole which in turn gives to the rise of high-pressure winds, forcing an outflow of air toward the equator that outflow is deflected westward by the Coriolis effect.
