Moon is a free falling object under earth's gravity, so the moon is always 'falling' towards the earth in the sense that under the influence of gravity, there is a force on the moon that is directed towards the earth making it accelerate towards the earth, however it is not enough to make it collide with the earth and the gravitational force keeps the moon in orbit around the earth.
