    An Emergency Operations Center (EOC) is a type of facility whose main purpose is to manage emergency situations while developing a strategic plan to combat the specific emergency. Main goal of EOCs is to make sure that other institutions or the government as a whole, work as usual without any disturbance. Neccessary components for a succesful EOC is it's staff which is well-trained, a well-functioning communication system and an adequate equipment. There needs to be a steady flow of information to ensure safety and a quick end of a crisis situation. EOCs were originally created by the United States civil defense, but can be found in many other nations or larger corporations, as well.
