Theo was recently arrested in a large city for loitering (a sign outside the place he was standing said, "no loitering" and he was clearly in violation of this). arresting someone for such a minor offense is in line with what kind of policy?

    It could be considered a "zero tolerance" policy which demands "strict punishment for infractions of a staten rule". The main idea is to eradicate not appropriate conducts. This policy forbids a person from practising discretion. it predetermined punishment is always imposed
