    According to Clifford, Soviets were increasing their military power and they were getting ready for the Soviet influence for the preparation of the ‘inevitable’ conflict, and they were trying to weaken and subvert their potential opponents by every means available for them. He states that while these men are in power, it is highly dangerous to conclude that international peace lies only in mutual understanding with the Soviet Union.
