The divided colonists had no intrinsic unity; their collective action knowledge was restricted; they had to establish and retain an army; they had no national bodies other than the Continental Congress. The Continental Congress was an organization of delegates working together in the 1770s to speak and made decisions on behalf of the colonies in North America. And therefore it was called the first branch of the federal government.
