    Congress is given investigatory powers in order to examine matters related to its law making powers.

    Before every lawmaking decisions, congress had to find out for sure whether the law has a chance to work and whether the government is currently capable to imposed such laws. Therefore, they usually did some investigations for its lawmaking process
