    Explanation: Herman Talmadge was the result of the Three Governors Controversy. This controversy started when Herman's father known as Eugene Talmadge passed away. After this occurrence, the General Assembly named Herman Talmadge as the Georgia governor. However, the lieutenant governor, Melvin E. Thompson, ended up claiming the governor's position as well. As if it could not get worse, the outgoing governor, Ellis Arnall, ended up refusing to leave office. This whole situation led there to be three governors which is why this is known as the Three Governors Controversy.
