    The voter turnout is the percentage of eligible voters who effectively votes. Conservatives argue that low voter turnout is people's response to their perception that public services are of low quality and do not reach everyone in an equal way.

    Conservatives believe that public services should be guaranteed by the government. However, they should not necessarily be run by it. They believe that in order to guarantee the best public services to the most citizens possible, it is necessary to form partnerships with private institutions who have more expertise in certain fields. In comparison to the government having to run and deal with a wide variety of services to whom it is not a specialist.
