    Motion aftereffect.

    Explanation:

Motion aftereffect refers to a powerful illusion of visual motion arising from being exposed to a moving object. It is based on the notion that observation of a stationary scene after sustained adaptation to a visual scene moving in a certain direction evokes an impression of movement in the opposite direction. The same phenomenon has been experienced by the crowd when they constantly look at the Niagara fall and then look away to the crowd.
