    I believe the answer is: approximately half of eligible voters are likely to vote.

    The political participation in united states is considered to be pretty low (only 55% of eligible voters use their rights)

    From those 55%, the vast majority of them are people who are 40 years old or older, so we can say that American political representatives do not fully represent every segment of united states population
