Which government did the United States Constitution replace when it failed to serve the

    Before the Constitution was ratified, the United States was using the Articles of Confederation. The Articles were pretty much useless, since they gave the states way too much power and not enough to the federal government. The Constitution changed this, giving more power to the federal government that it desperately needed.
