I believe the answer is: United States to support other nations within the Allied Forces during World War II.

The world war II began in 1939. But united states entered the war after the japanese army bombed the pearl harbour in 1941.

Between the period of 1939 - 1941, The British asked for united states' assistance in the war since we're already an economic ally at that times.

So united decided to sign lend lease act to support the western European army with military supply even though we're not directly involved in the war.
