A listing agent presents an offer to their seller and discloses the buyer's minority status. The seller refuses to sell to any minority group and instructs the agent to inform the buyer that the property is temporarily unavailable. The agent follows the seller's instruction and tells the buyer that the seller has already accepted another offer. Which party or parties, if any, have violated fair housing laws?
