    The highest position in this department is considered to be the Director of HR. And this office is responsible for creating and enforcing HR policies, which include ethics.

    Ethics are the guidelines which are established to guide the work for in the department in executing their activities.

    In this case, the critical element that was missing was the system for confidential reporting of misconduct. If this is added to the ethics, it will make the workers in the department to stand on their toes, thereby taking their work seriously, and try to avoid unnecessary mistakes as much as possible. In a nutshell, it will make work go seamlessly.
