Why do some candidates use the petition as a nominating device?

Many States require minor party and independent candidates to be nominated by petition. At the local level, candidates may be nominated by petitions signed by a minimum number of qualified voters in the election district. it is found most widely at the local level, nonpartisan school posts, and municipal offices in medium sized and smaller communities.
