    In order to increase efforts to prevent motorists from talking or texting on phone, the U. S. government funded pilot programs to kick against distracted driving in Syracuse, New York, and Hartford, Connecticut, and model the campaign after the "Click It or Ticket" seat belt campaign which was used to ecourage motorists to use safety belts.
