    The answer is Congress feared the spread of future rebellions and anarchy. They were barely able to stop these rebellions and it proved that the Articles of Confederation were not sufficient to govern the new country. What was needed was a new constitution where a stronger and more centralized government would able to enforce the laws on the land.
