We do not wish to injure her or to block in any way her legitimate influence or power. We do not wish to fight her either with arms or with hostile arrangements of trade if she is willing to associate herself with us and the other peace-loving nations of the world.

    The best summary for that passage would be: As long as Germany agrees to join other peace-loving nations, it will be treated with leniency in the aftermath of the war.

    This speech was made after the alliance managed to defeat Germany in the World war I. The alliances at that time agreed that they would not occupy Germany as long as Germany promise to pay back the damage that caused by the war and promise not to repeat their aggression again.
