    At that time, South Carolina allowed African Americans to vote. But, the state stills somehow limited their vote through indirect methods.

    For example, They required the African American to reside in the state for more than 12 months before they can vote. This is a complicated requirement because at that time African Americans just obtained freedom and can't really proof their residency.

    Not only that, many people at that time still held their contempt due to the lost at the civil war. They show this contempt by giving hostile treatment to the African Americans, which intimidate them and make them scared to actually go out and give their vote to the public ballot.
