An attacking player makes stick contact with the goalkeeper who has covered the puck and is in his/her crease. the whistle had not been blown yet. the proper action is:

    I believe that player should be punished with minor penalty.

    Hockey rule book stated that any player who make any physical contact in the manenr that interfere with goalkeeper movement should be punished with timeout for a certain period of time. In this case, the stick contact toward the keeper could be considered as restriction of movement.
