    For an underage passenger who is traveling in a car without the seatbelt on, the adult who is driving the car is responsible.

    It is considered conventionally and by law, that if an adult is traveling to somewhere in a car with underage people, the adult is responsible for their in-vehicle safety. Hence, the adult has to make sure that all the safety precautions are taken care of when he is hosting underage people in the vehicle that he is driving.
