    In the first case, the people have total freedom of speech, are allowed to make their own choices for everything, and can live their lives in the way they like, but there are still things that are considered as illegal or criminal activities, which are regulated by the government and court. The government also is responsible for creating the policy, be it internal or external.

    In the anarchy though, the people live without the presence of any governing or legislative body. They are 100% free to do what they want, even things that are considered in normal circumstances as criminal activities.
