    Explanation: when conditions are bad and someone is speeding they increase their chances of not being able to detect dangerous situations in time which put their lives and other people's life in great danger.

    Drivers need to slow down even more than usual in during bad condition because visibility can also be affected and also what another driver will do next can not be easily predicted.
