    Industrialization can only occur once there are availability of the resources that would make it realistic but to Britain it is because of the coal and iron as these cant make a total industrialization but contributed part to it, the enclosure of movement providing factories with labor, the transportation system, all these contributed part but the except here is the relative decentralization of European government power didn't make Britain an industrialized country it was due to options a, b, c and some other factors not mentioned that lead to it, so option D is the except in this case.
