Pepin the Short, was king of the Franks from 714 until his death. He was raised and taught by the monks of the basilica of Saint-Denis and as such was highly supportive of the Church. He engaged in tasks to aid Saint Boniface in his efforts to reform the Frankish Church. In order to do this, he reformed the legislation of the Franks in order to facilitate the ecclesiastical reforms.

These actions led to the empowerment of the church in the French Kingdom. A power that would, many years later, make the clergy be considered as the "First State" and have many privileges, including the exemption of taxes for them.
