    I believe the answer is: socialist government that provides a lot of regulation.

    In a command economy, the citizens had little to no control on the country's resources while the government had the majority of control over the resources.

    To exercise the control, the government provide a lot of regulations on the resources usage and give the citizens with welfare programs in exchange.
