    France and Great Britain were at war with each other in 1795 and America considered it an hostile nation and France retaliate by seizing American ships. A treaty was performed between the two known as Jay Treaty.

    the compromise was failed when the American diplomats refuse to pay money in order to meet France foreign minister Tally-rand.
