    I believe the answer is: Punishment will backfire unless all of the guidelines listed are followed

    Classica behavioral analyst would msot likely believe that the most effective method to encourage a certain behavior is by creating a certain set of rewards and punishment for a clear and precise standard.

    This would create the environment where the subject would keep making efforts toward desired behavior in order to avoid punishment.
