Such behaviour could be a sign of intoxication, but not always. This is because inhibition by itself prevents something from happening, which normally does not happen under normal conditions. With relaxed inhibition, these inhibitions diminish and things happen that are otherwise prevented by inhibition from happening. These are things that are not in line with social norms, such as talking loudly in society, which may be inappropriate due to the fact that there are more people there, and a moderate voice is socially acceptable and normative.
