The similarities is that they were both about the ideals of the American revolution and supported the idea that there should be no taxation without representation. The differences were that the declaration claimed that the king had no right to tax them, while the whiskey rebels believed that the congress didn't have the power to tax them, which was incorrect since the congress has the explicit power to tax.
