    Forcing nobles to move best shows how powerful Shi Huangdi was. Many other Chinese emperors burned books and old records from old dynasties so this wasn't uncommon. Other emperors could also easily control commoners and make them work. Keeping control of the noble class is much harder that the other two things and shows the power of Shi Huangdi.
