    Jurisdiction is what separates them. State police system jurisdiction is different from the patrol highway system. And there job descriptions are also different.

    From the word state police system, they are limited to policing only within the confinement of the state and they take responsibility of what happens within the state. But for the highway patrol system, they are operating within the confinement of the way. And mind you, the highway might not be part of a state, so the jurisdiction of high way patrol is not limited to a state as it covers beyond the states. So the answer is false because there description and jurisdiction is different.
