    The inconsistent observation is The pharyngeal clefts and branchial arches of embryonic mammals and reptiles never acquire the form seen in adult fish.

    If the observation is consistent, mammals and reptiles should've acquire the form because all mammals and reptiles are actually an evolved form of animals that live underwater.
