    The answer is: C. There is general agreement across cultures about which behaviors are good and bad.

    It's the other way around. The general standard on what constituted as bad and good is really different across the cultures.

    For example, in western societies, a child calling adults with their name is considered as acceptable. But, for a child who grow up in eastern Asian culture, that very same behavior is considered as 'bad behavior' by the people in that society.
