Should children (technically under 16) be held responsible for the crimes they commit? Why or why not?

    Explanation:

    Children under 16 should not be held responsible for crimes they commit because (1) they were probably raised into thinking that doing so was ok, and, (2) you need to hear all sides of a story, and even though people might not believe kids, a lot of times there's a good reason behind a bad mistake.
