    President Fillmore sent Commodore Perry to Japan in 1853 and 1854 c) to negotiate a treaty. However, the treaty was signed under a threat of force, so that Japan could stop it's isolation policy of national seclusion and opened two ports to American vessels, and equally ensured the safety of American castaways and created an American consul in Japan, as well as speeding the signing of treaties to establish democratic ties with other western power.
