    The responsibility of the give-way vessel is "t o take early and substantial action to keep well clear of the stand on vessel." Basically, this responsibility is being observed for the purpose of avoiding collision between two boats that are approaching in a right angle. While the other holds its speed and course, the give-way vessel makes sure to keep well clear of the stand on vessel.
