The reason for this is that when you have a local government, some services are simply more efficient when there is a lower amount of people who have to come in between the person that requests a service and the service that is being provided itself. When you're talking about state government, there is a lot of people in between and this always delays the communication as well as the speed at which a service can be delivered.
