The Elaboration likelihood theory engaes two aspects by wich a speaker can convince the audience he or she is refering to. This two ways are called routes and they are: ther periferial or the central route. In this case the president is using the perferial route.

It is defined as a way to persuade people without having to give sustained arguments to show what he or she is saying is so. She uses his position as a president to generate credibility among the audience and convince them that her merits or position are reason enough for credibility, so she won't have to give logical arguments.
