The answer would be: The sodium-potassium pump moving sodium ions out of the neuron and potassium ions into the neuron

A cell has resting potential around - 70mV that was maintained by a pump. This pump will keep moving sodium ions out of cells, make the cells has less ion and become more negative. This ion also moves the potassium ion into the cells, make the ion more positive.
